Prosecutors Plan to Charge Two Teens as Adults in Richmond High Homecoming Rape

RICHMOND (BCN) -- The Contra Costa County District Attorney's Office has charged  four of five people arrested in connection the two-and-a-half-hour gang rape  of a 15-year-old girl during Richmond High School's homecoming dance Saturday  night.

Deputy District Attorney Dara Cashman said she filed charges Wednesday  afternoon against 19-year-old Manuel Ortega and three juveniles who will be  charged as adults. She has not yet released their names.

Charges have not been filed against the fifth person who was  arrested, 21-year-old Richmond resident Salvador Rodriguez.

Ortega, who was arrested shortly after the assault as he allegedly  ran from the area, is being charged with robbery, assault by force likely to  produce great bodily injury, and rape in concert, Cashman said.

A 15-year-old San Pablo boy who was pulled out of class and  arrested on Monday is being charged with rape by foreign object in concert,  as are a 16-year-old San Pablo boy and a 17-year-old Pinole boy who were  arrested Tuesday night, Cashman said.

The 16-year-old has also been charged with robbery.

All four also face special allegations that make them eligible for  life in prison if convicted, Cashman said.

They will appear in Contra Costa County Superior Court in Richmond  on Thursday morning.

Detectives are continuing to interview witnesses and now believe  that between seven and 10 people were involved in robbing, beating and  sexually assaulting the victim, a Richmond High School student, in front of  as many as a dozen onlookers.

Police received a call reporting the incident at about 11:50 p.m.,  police Lt. Mark Gagan said. He said investigators believe the attack began  around 9:30 p.m. and lasted nearly two and a half hours.

The victim left the dance, intending to get a ride from her  father, police said. Instead, a classmate beckoned her to a secluded corner  on the north side of campus, where a group of people had gathered to drink,  Gagan said.

After drinking a large quantity of alcohol, the victim became  inebriated and members of the group began assaulting her, police said. When  police arrived and broke up the activity, the victim was airlifted to a  hospital and is in stable condition.

Four Richmond police officers and several school administration  members were providing security at the dance, but didn't know the attack was  going on, West Contra Costa Unified School District spokesman Marin Trujillo  said.

Richmond police are offering a $20,000 reward for information  leading to the arrest and conviction of anyone involved in the attack, Gagan  said.

The school board has relocated a safety subcommittee meeting  scheduled for tonight to Richmond High School. The meeting is being held in  the high school's library and will include discussions on campus safety and  safety measures for events during non-school hours, Trujillo said.

Richmond High School has also organized a meeting for parents  Saturday at 10 a.m. in the school gym to discuss the attack and address  concerns.

The school board is also seeking bids for plans to install digital  security cameras on campus, and build a fence around the perimeter, Trujillo  said. While initial plans did not include a camera in the alleyway where the  attack took place, "I'm pretty sure they are going to be looking at that area  now," Trujillo said.

What is wrong with people 
What has our country come to. People can stand there and watch this and not do anything to help. You are just as bad as the ones that committed this horrible act and you too should pay for being an idiot and allowing this to happen. As far as these guys and the people that are posting saying their friend is innocent, well I am sure when they test the DNA they will find out just who did what to her. And when they are in prison, lets see how they like being raped. If this was my daughter, they would not have made it this far, they would have been dead already. Glad some of the news stations are showing their faces and putting their names our there.

Trust Fund 
There is a trust fund being set up for the victim of the.... crime seems to light... anyway, it is being set up through the high school and I will post another comment when I find out the address to send donations to.

where are the families? 
Where are the families of these juveniles? What have they been teaching them? Have they even tried to discuss such fundamental notions of respect for oneself and for others? Boys who would do such heinous deeds not only have no respect for women (including their own mothers and grandmothers) they have no respect for themselves. As much as my gut wants to take them out and shoot them, they are children and should be counseled and made to make retribution in service to women. My thoughts are with that sorry victim of a culture who sees no value in her-her whole life has been changed forever and I pray she may find peace eventually-and a voice to advocate for the respect we all deserve.

Salvador is innocent!! 
salvador and friend went back to the school and found her on the ground while manuel came. while sal was trying to help anna,manuel was telling them to leave so salvador and friend beat on manuel and cops arrived at that moment. so they ran because he thought the cops would blame him for the horrible insident. SALVADOR DID NOT HARM HER OR PHYSICALLY ABUSE HER IN ANY WAY WHICH IS WHY HE TURNED HIMSELF IN.

Scholarship Fund 
I would rather focus on the victim than on the heinous perpetrators. She needs to know that she is a valuable human being, that she has worth. I'm wondering if there are any scholarship funds that can be set up for her?

I say hangem!! Why waste our tax dollars housing these evil people...even if they get the death penalty we still have to pay for feeding, clothing, sewage, corrections officers to guard them. I agree with Ed...letem get raped in prison then hangem high!!

Make non assistance a felony 
We need a new law; and that is that if bystanders do not call the police than it should be a felony on their record. Let's get the word out. That way this poor girl has not suffered this atrocity in vain. And let’s give those who did this the severest penalties possible by law. There can be victory in this tragedy. The problem is the coward watchers got their rocks off by watching. That's what the honor of men has come to. Bottom line animal lust.

A reminder of just how sick we have become. My thoughts and prayers are with this child and her family. The evil displayed will certainly be matched by the retribution of men with whom these pigs will soon live. A few good prison rapes will serve them well.
